我试试哈。 就是burglar alarms 很大一部分是false alarm，这样waste public resources. 但是因为这个burglar alarms 能起到震慑作用，所以对这种waste public resources的解决方法就是让owner出这45分钟的钱。
如果不说明这个东西有震慑作用，那么就还有另一个解决方法－－不用这个alarms，这样就不waste public resources. 但是因为有震慑作用，这个方法就不能用了。所以这部分的作用就是排除另外一个方法。
