    我选的是E。我认为mandated a maximum speed of eight miles an hour, required cyclists to keep feet on pedals and hands on handlebars at all times, and granted这3个动作是平行的,都是ordinance所做出的一些规定,而regulating the use of bicycles 修饰这个ordinance的作用。

这个要从句子意思来看  前面三个动作 regulate the use of bicycles, mandate a maximum speed, require cyclists to keep的结果是grant pedestrians right-of-way

granting现在分词放在句尾表示伴随结果 前面的整个句子是原因

我也觉得是E呀 而且OA也是E呢。
明显答案有错。

我觉得答案是E。首先,从句意上看,regulating部分是修饰成分,排除A B.后面三个动作时平行关系,必须在形式上保持一致,而requiring和it required 破坏了平行,因此选E.
