这个题我看的有点糊涂请高人指导坐等

这题选A 吧？

1．时态应为过去时，干掉B
另可根据between 1876 and 1904的位置来判断？ B中该时间的位置不能明确说明该时间修饰的是system还是construction，
2．D和E选项将意思改了，变成了有concerns怎么怎么样了，而不是concern导致XXXXX
3．C和E用了for serving表达目的含义，没有to serve 好
