Government shouldn't pose restrictions on the outcome when supporting arts activities. Otherwise, the input won't produce any valuable results.
Disagree: Admittedly, freedom of expresstion is a key element in arts activity, however, government restrictions can vary to different extents, and in most cases keep freedom of expression.
