答案选D，为什么啊

哦，没看到，原来是。。哈哈
因为题目问的是这段话的presupposition,应该就是先前条件。ABCE都与题目没有关系
investigators should find out why the error was made by analyzing airplane design, airline management, and pilot training programes.
这句话告诉你investigators are the ones who should find out why there is error,也就是说他们investigators是应该来prevent future accidents.

这句话的意思原文没有说过，原文只是说Instead of blaming an airline accident on pilot error，意思是airline accident不应归罪给pilot.
B. Airline companies themselves should be the agents who investigate airline accidents.
原文中完全就没说过airline company,这是无关选项
C.Stricter government regulation of airline companies will make air travel safer.
原文也没说过任何核stricter government有关的信息..
E.Most pilot who make errors in flying will repeat their errors unless they are retrained.
和A一样，原文中我们不可能知道说pilot要repear他们的errors...

D.Investigators of airline accidents should contribute to the prevention of future accidents.
就像我上面解释的，因为investigators是来解决accident的问题，所以原文中说他们应该根据x,x,x来解决问题而不是pilot error.
