waiting 意味着考位已经满员了。您需要等待其他退考或者延期的朋友让出来的位子。
解决的办法除了等待，也可以申请转到台北、新加坡或者其他有位子的考点去参加考试。
香港的考场是在香港考试局，位子历来都很紧张，所以10月的朋友一定要尽早报名。

If you are on a waitlist you are guaranteed a spot in a test center within a reasonable distance. You will be notified at least 10 days before the test of your test center location.
