我觉得逻辑主语是doctors

我不知道D为什么对，但ABCE绝对不对，因为impose和require是一个主语，要平行。spend主语不同....不能和他们平行

spending 是跟那个定语从句一起的吧，是定语从句这个句子的伴随状语，表结果就是impose and require 的结果。这个挺常见的貌似
PS：非N 供参考。

那为什么plans后面不能跟分词形式表示内容，而是一定用that引导定语从句？
