这个问题看讨论贴后已经了解了正确的答案了，有个疑问，
总是觉得E的regulating的用法有点怪，为什么直接用现在分词就能修饰A New York City ordinance of 1897了？这是什么用法，还请NN帮忙解答下，谢谢。

法律等规章制度一般就是用现在分词来限定。因为现在分词表示可以多次重复的，二不是具体一次的~~~
