A 里面which 指代有问题吧

instead是副词，所以只能用proposing, 不能用proposed

intended ... 修饰steps

有instead of 就不对。。。
另外by which会就近指代steps 逻辑上错了

排除DE因为那个5 years的副词都没了改变了原意

表目的都用TO 所以选B

C我也不懂伴随？？不懂不懂反正没时间能排除则排除我都不要求看懂了~~~
