(governmental) -------->government's

Why?

我是这样理解的：两者意思没有什么差别，只是词序问题

如果用governmental，即The individual tax is the (governmental) largest source of revenue.那么，词序应该为the largest governmental source of.....

而改成the government's largest source of ...就没有问题了
