D和E主要是意思上不一样，E的意思不对，时态不是主要问题

是make sth1 sth2这种用法没有呢，还是。。。。？

请主意E中谓语是has，表示“有..”，而D中用“has made”表示“制定”，因此意思不同

而且D和前文平行的更好（set）

make A B是对的

laissez-faire capitalism 好像是TOEFL听力里的一篇长文章，此思想诞生于法国，大意是：国家政府不能干预国家商业、经济，要任凭其发展。

laissez-faire cornerstone什么都不是，意思上说不通
