我倒没看出来这里是有explain an pre-colon idea .倒是象２句没什么关系的句子．
Ｘrate is a key rate ： tied to the prime are．．．．看上去tied to the prime好象是后半句的主语，又好象不是，因为用了are．

the interest rates 难道是做主语？？
能说说这后半句的意思？是在解释前面的ＩＤＥＡ吗？
