题目意思你应该是了解的三，就是讲的退休搬到另一个州的人，他们中搬到F的比例下降了，然后F很多地方商业都是为这些退休的服务。那么就推断说会对F的经济造成影响。
你想过没有，比例下降不代表人口下降。反驳这个论点最好的就是证明这几年退休搬到其他州的人口增多。

不是“别的州”，The total number of people who retired and moved to another state是说的US整体，退休后到别处的人在number上增多了，即使percent下降，净人口还是有可能增长的，所以是weaken。

文章说F州的相关产业经济下降的根据是，看到的F州Retirees比例下降，但是如果所有州的Retirees数量增加，F州的Retirees所占所有州的Retirees比例就下降。同时单单看F州的话，虽说比例下降了，但人数可以是不变，或者是增加的，所以不一定会使相关产业经济走下坡路。

解释的很好啊，我也是错了两次，看来楼上的分析很明白，不过想了一下自己错的原因，也很大家分享下，就是原句的3%没有理解到比较的对象，也就是这个题目的迷惑点，如果把句子看成， the percentage who retired to Florida has decreased by three percentage ，of the people who moved from one state to another when they retired,就豁然开朗啦。

百分比下降了，但人总数是上升的，所以并不能说明人就少了

为什么不是别的州上升是F州下降导致的吗，此增彼涨啊？所以别的州上升不能说明F州总数上升吧？
