Therefore, it is a waste of money to order follow-up x-rays of ankle fracture initially judged stable.

额。。。。我知道要加强这个论点的,可是。。。就是不知道C为啥加强了。。。。。

Answer C proves the judgement that "all the fractures that had initially been judged stable were found to have healed correctly" is reliable. It strenthens the argument, because without this reliability, we can doubt the second judge is "misjudged" as well.
