答案是可以选出来但是看完解释还是不太明白句意
按D选项意思是不是 1972年的agreement降低了现在人所允许倒的数量感觉有点怪怪的
会不会用过去完成时更合适啊就是1972年的agreement降低了过去人所允许倒的数量

时间先后问题， agreement 规定的东西是reduce（过去时）之后的“事件”，而这个“事件”的时态逻辑上不可以早过reduce（过去时）。。。。因此“事件”不可以是完成时
