to后面是and连接的两个并列成分
而且the shortage of和 a serious lack of意思相同，形式一样，平行。

这里不涉及平行

这题是考的from to, 但是到底to哪，你要看那个in some countries, .... in others。
from xxx in some countries to xxx and xxx in others,这样你可能看得明白点
