with开头，逻辑主语是句子主语，这里比较模糊，但是可以基本上得到C了，再通过平行和句意等来确认排除其他选项

我的思路是这样的：
未划线部分grown to exceed 175,000，可以推测主语应该是population，排除AB
DE中以without开头的短语与后面不平行，排除
再看看C
with... and with平行对称，population 。。。 has 主谓一致，wildlife officials estimate,插入语，就是她了

学习啦~ 根据主语来判断，还可以通过 in New Jersey 位置来判断最简洁明晰的表达应该是 the Deer Population in New Jersey

要是细致本题：
(A) officials是句子主语，使句首的with结构修饰对象错误;with no A and B, B…的表达有歧义，无法确定是否no也修饰B。
(B) estimate是句子主语，使句首的with结构修饰对象错误;estimate has grown主谓搭配不符合逻辑。
(C) 正确。

亲。。。平行句的使用时，一定注意其两边介词补出，防止歧义：所以一定要with。。。and with。。。啦。。。；就像是平行clause的句子，要修一定不出引导词，防止歧义，是一样滴。。。。。

With.....整句修饰语用来修饰主语 deer population. 可以直接排出ABDE。此外(A) that allow no hunting指的是expanses,语意错误。 "estimate X to have Grown” 应该改为 "estimate that X has Grown” （B）estimate has grown...错（D） Without no hunting? 负负得正， natural predators AND no hunting? 不对称。（E）estimate that = correct idiom.

C中，with的逻辑主语不是the dear population吗？不是dear啊？！
