这个逻辑……我的理解是：除去关税，东西卖不到国外，利就少，农民就不干了，就去城里……而文中说出去关税后城市失业率变多也就不可靠了，因为来了那么多农民，总人口变多，失业人口有可能变多也可能变少那么失业率下降也是不确定的。。这不会是新东方自己出的怪题吧……unemployment 可以理解为失业率也可以理解为失业人口，所以我感觉也很纠结，坐等大牛来吧……
