In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher.

我突然懂了，我把C读成是那帮人接受教育后与其他人一样可能犯罪，其实应该是那些接受教育的人本来会跟其他人一样会犯罪，受教育后好了
