不是,因为前面已经有了分号。分号后面只能接完整的句子如果我没有记错的话。

我是这样理解的,"for" works as "because" in this case. So the sentence reads, "because nations can find themselves locked into difficult positions, unable to back down."

我觉得应该是修饰语, 修饰 "difficult positions",但是不是很确定。

我也有类似的疑问。但是你看所有选项都有分号。所以只能选比较好的那个。
