先小贡献一个思路好了第二题的关于 privacy and national security

支持: （1）掌握更多的私人信息有利于防止妨害国家安全的行为发生，比如在网上散播传言造成社会动荡
（2）掌握个人信息来保护国家安全，更加有利于个人信息不被不法分子进一步侵害，从而维护重要的个人信息

反对：（1）监视个人的活动会影响个人生活
（2）保护隐私也可以保护国家安全，因为保护隐私之后，人们才愿意留下更加真实和完整的信息，国家需要信息时才能够得到更加有效地信息
