D. Because of a law (passed in 1933 making it a crime punishable by imprisonment for a United States citizen to hold) ( )中的是定语部分，其中making部分是伴随状语，这些都是修饰部分，捉住干就只剩because of a law，后面的citizen to hold，to hold又是citizen 的定语，这里不表示动作正在进行，而表示动作过程，所以不能用holding
