E表达的意思是：Swiss 打算卖黄金，但这项举措会引起恐慌。
考点是which不能指代全句，所以有2种表达方式，
1.是用-ing形式做状语
2.是用名词+which，名词能够总结前面句子的内容

C错在，they没有指代对象，而且以they开始的句子没有连词

fear表达情感，所以that后面要用虚拟语气
