个人感觉C中的relations前面有the不好，如果是relations between nations 单独用来泛指各国之间的关系可能还说得过去，但B，the relation of one nation with another 特指一国和另一国的关系，明显更清楚，更贴近题意。

而且between nations 通常用among nations表达。
