(A) likely to be at a severe disadvantage and is often unable to
(B) likely severely disadvantaged and often unable to
(C) liable to be severely disadvantaged and cannot often
这个为什么选A不选C呢？是liable的问题吗？我记得can 优于 be able to ...

can 和be able to 的优先级是相同的

但can 能表示可能的意思，所以后面可以加被动，be able to 只能表示能够，后面不能加被动。

这题是liable 的问题

我记得这题好像liable和likely都可以，问题在于
1.be likely后面要加不定式to do
2.disadvantage做动词和at a disadvantage有差别，改变了原句意思

cannot和unable的问题，根据白勇的说法，can表示一种可能性，而able,ability,capability之类的词是表示能力，两者侧重点不同，在无特殊情况下，最要不要随意替换

at a disadvantage 和 be disadvantaged 有什么区别呢？

be disadvantaged 表示被损害OR处于不利地位表意不明
be at a disadvantaged 只表示处于不利地位
