propose sth
at 用的不对，raising 的主语是主句主语，逻辑不对。

at a cost raising .. 这种形式下 raising 的逻辑主语不就是 cost 么？

v-ing动名词后面加太长的复杂结构时，使用从句能够表述的更加清楚。

这条规则可以在《刘振民语法精解》中提过！可以去参见这本书！

raising 的逻辑主语是 cost 没错
但是has proposed，city现在建议了一件事，后面用doing分词表正在raise，不觉得后面应该用将来时更好么~
而且同2楼，propose sth at也不对
