为什么选A不选C呢?不是can 优于be able to 吗?还有B的问题出在哪里呢?

and前后要并列,结构要一致,
is likely to be ..... and is often unable to ...

情态动词不可随便替换,丢失,添加

be disadvantaged有双重含义:处于不利地位;被损害。GMAT考试要求避免歧义

the word disadvantaged changes the meaning. Disadvantaged means you grew up in a family without money or social status. At a disadvantage gives us the intended meaning: that the president is going to face unfavorable circumstances during the final two years of his second term.
