答案选D，我的问题是then前面不是一定要有and的吗，这里then前面无and怎么会是对的呢。

A选项缺乏主语。
B应该是被开，所以应加“was"。而且不用句首的have
C选项同样是被开的问题，并且“being rebuilt”表示正在被建，与原意不符合
E选项句首跟逻辑主语关系不对，错

我是想问and then的问题，题目本身的问题我想通了，就是and不是应该跟then的吗
