关于这道题我是这样理解的：
1.it is said 和it is said that都是可以的。
2.这里的it is said that中的that做的并不是宾语，而是形式主语。
3.这道题里只有这个选项是最优的，B肯定是不对的。

楼上的这个观点是错的哈,记得更正呢,这种形式出现的明显“it”是形式主语，that只是宾语，至于为啥被省了就不清楚了，呵呵

恩，it是形式主语，said后面的部分才是真正的主语，我是觉得这里它不应该做宾语从句吧？

還有种解釋是,that可以被省略,如果不省略,變成了 ...so... that it was said that ....兩個that太近,反而讓句子wordy...
