前面有句话说了不管具体的环境破坏是不是来自于某一种污染物的排放，与会国家都赞同要对污染排放物的质量进行统一的管制。
既然要这样子做，也就是说也许现在的环境破坏不是来自正在管制的污染物，但同样也会被管制，那么为了避免污染物管制措施过于严苛，就需要明确被管制的排放的确是会对环境造成破坏的，不然排放的东西不会破坏环境还要被限制不是就过于严苛了吗？
答案B就是这个意思啊。
