请问A中的 ;it 是指代不明呢，还是；it中的it指代前面整个句子呢？是不是有规定分号+it指代前面整句话的？

it 作指代的用法是，指代上文的名词或名词短语
one 不能指代，它的作用是替代，因为one并指原物指代，one指的同类里的非同一个
在此题中 one替代principle,
句意：计划的城市发展区域并不是新的原则，它在 “Operation Bootstrap” in Puerto Rico时就用过。
并列结构：not ... but... 不是而是

我也刚刚查到，根据XDF，在GMAT里it which不能指代前面整件事，整句话。
