现在分词作定语为什么会有重复的意思？也许有些情况下会有歧义或者逻辑上和时态上的错误，但是现在分词作定语的情况很普遍，在表达动作发出者主动发出动作的时候经常会用现在分词，而且法律条文后面的定语从句一般只用Ving引导 关于to和at，没有什么明文规定，只是在上下文中用逻辑来判断，这题的逻辑含义是说the number of United States citizens declaring themselves bankrupt达到1.34m，表示一个动态的到达的过程，而at更侧重于表示一种状态，所以这题中用to作者: luojihencha 时间: 2010-4-10 22:47

declaring 和 who declared都可以，关键是看修饰成分的时态，由于得句首的in 1997，所以应该使用一般过去时，jump表示涨到某个量 应该用to ，jump to QUANTITY。
