116. Laws requiring the use of headlights during daylight hours can prevent automobile collisions. However, since daylight visibility is worse in countries farther from the equator, any such laws would obvisouly be more effective in preventing collisions in those countries. In fact, the only countries that actually have such laws are farther from the equator than is the continental United States.


Which of the following conclusions could be most properly drawn from the information given above?


D) Fewer automobile collisions probably occur each year in countries that have daytime headlight laws than occur within the continental United States.


(E) Daytime headlight laws would probably do less to prevent automobile collisions in the continental United States than they do in the countries that have the laws.


KEY:E AGREED,BUT D为什么错?og解释说没有数量的对比,但是law本身不是有效防止碰撞吗?这样不可以退出更少的碰撞发生? 谢谢

Headlights能降低事故是一个国家采取了这项措施后和自己原来比.所以D和其它国家比,如果原来A国的事故是一年50000次,美国是50次.A国用了这项措施变成了500次,降低许多了.可是和美国还是没法比.
