选D，我也选的D，可是这里的it不会又指代不清的嫌疑吗？指代 term或者是an especially brutal criminal啊~~~~~~

对于此题，我有另一个疑问：
(E) it is in reference to people
解释：
To be correct, this construction needs a
main verb such as used; the construction is
used in reference to is awkward and much
wordier than the single word refers; the
plural people should be singular.

这里说的单复数是怎么一回事啊？
The term is used in reference to people.
如果不考虑优先问题，仅看单复数，上面这句的term为什么不能对应people？
恳请NN指点~

people 在这里是与前面的“an especially brutal criminal”相对应的，作比较的两者最好单复数相同~~~
