哎，我开始一看题也选错了，不过猜测应该是因为With修饰上会产生歧义吧，D中的which后面接了were可以避免这种歧义

with可以修饰the shuttle and earlier spacecraft整体，也可以单独修饰spacecraft

sufficient enough有点重复,而且即使要一起应该也是
sufficiently enough吧

如果用with的话，容易引起歧义，因为可能修饰的是spacecraft，也可能是the shuttle and earlier spacecraft，
而earlier spacecraft是单数，which were就避免了这一歧义。
