I felt that Maryland has better location than PSU. DC area creates more career opportunity than PA. I visited Maryland campus and all the facilities are top of the line and the diversity of the students body is great. Tons of Aisan here.
I personally graduated from PSU but not from the main campus. I definitely like Penn State, but I felt the location of the main campus in PA wasn't that ideal.

There are plenty of US cities' crime rates statistics online. You can go and check out this website: http://www.neighborhoodscout.com/md/college-park/crime/. I just checked out College ParK (where UMD is located) and Baltimore. It seems to me that College Park is quite safe. Baltimore is the major contributor for the crime rates in the state of Maryland.
