把intended to这个分句提到句首就清楚了。

为什么不是intending to 呢，不是更能说明ASSESS ALLOCATOR 采取行动的目的么？大全解释好像说INTENDED 是形容PORTFOLIO的，可是INTEND的SUBJECT应该是人吧？

此题迷惑性较强：

and intending to turn in good results in both “bull” and “bear” markets.
如果用and intending 引导，说明跟前面的often in the form of mutual funds并列，同属状语成分，共用同一个逻辑主语，但是and intending 的逻辑主语只能是allocators （因为是主动），而often in the form of mutual funds的逻辑主语如果是allocators的话，不符合逻辑意思，所以D选项错误

intended在这里应该是作为形容词吧，不是intend的过去分词形式，否则这主动变被动不对呀
