A 错在用了is, demand后面用虚拟语气，that从句省略了should，所以要用原形。

建议，命令，要求（demand）+that +S+（should）+V（动词原形） 因为demand表示要求所以用虚拟语气 此时 should 必须省略 后加动词原形 因此A的 is 错了
