Press Secretary:  Our critics claim that the President’s recent highway project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties.  They offer as evidence the fact that 90 percent of the projects canceled were in such districts.  But all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors.  So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics.

Which of the following is an assumption on which the press secretary’s argument depends?

A.    Canceling highway projects was not the only way for the President to punish legislative districts controlled by opposition parties.

这个题目我不大能够理解选项和提干的逻辑关系,对于题干我已经理解了,可是选项不能理解

前提1:90%被取消的高速路项目都是在对方政党的控制区
前提2:被取消的这些项目都是wasteful的
结论:总统不是因为报复而是考虑财政预算

我的想法是结论是基于前提做出的,把两个前提合并(即取两个前提的conclusion就是结论的假设)
所以把前提1和前提2的conclusion就是:对方政党控制区的高速公路都是wasteful的(公共元素直推法)
所以得出B:那些被认为是wasteful的highway projects大多数都不是在总统的控制区内,即在对方党派的控制区内

PS:我对这种做题方法很不自信,因为从来都没有见过这样做的,也可能是正好碰上答案了,还请高手指点一下~

答案的确是B,这种方法的确很特别啊,
The scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party.
不过我还是有个地方不能理解,were not mostly projects是什么意思?

那些被认为是浪费钱的高速路项目大部分不是在总统所控制的区域,我觉得这句话就是包含了另一层意思,即大部分是在反对党的管辖区域内我认为这句话是A is not B      A:the scheduled highway projects identified as wasteful                                              B:mostly projects in districts controlled by the president'party

可能就是一种简单的主谓宾形式,只是主语和宾语都变长了。。
