答案选C但是我疑惑的是：题干说的是每场事故中的伤亡人数，c中说的是更多的车子发生事故，有什么联系吗？

是C吧。虽然PZ1000是同级车中最安全的，但由于该类别的车是最不安全的一类，不能保证PZ1000是所有车中最安全的。（仅供参考~）
