A 1972 agreement between Canada and the United states reduced the amount of phosphates that municipalities are allowed to dump into the Great Lakes.   这个是正确的句子。请问为什么这里要用 are allowed啊？？？ 看过OG解释后狂郁闷！！OG说是因为 “签订协议后，倾倒仍然在继续 ，如果写这个句子的时候协议还有效就用are allowed；如果写这个句子的时候协议无效了就用were allowed。” 为什么啊？？ 困惑？！求教大家！ 谢谢！！

我的理解是两个国家在1972年签的协议，这个协议到现在仍然有效，所以从句用现在时。
