这个题目选的是A，思路是结论说This fact does not show that environmental regulations promote growth，然后就一定是有别的原因promote growth,如果这样想，要找一个选项证明the regulations do not promote growth呢？那C选项不能说明吗？貌似我想到反驳的点不和解释一样？。。。
