Q47.W,I,F and M have to begun to enforce statewide bans prohibiting landfills from accepting leaves, brush and grass clippings.

E. that landfills cannot accept leaves, brush and grass clippings.

为什么不可以选E形成一个同位语从句呢??

因为后面的修饰是修饰bans的，如果是同位语从句，那么修饰的内容就不正确

后面的内容可以修饰bans啊.就像下面的:

I heard the news that our team had won．

landfills cannot accept leaves, brush and grass clippings.为bans的内容.

求解~

ban cannot就是双重否定了，不能这样用的
