答案是e没有问题
笔记中对a的解释是，should it be that结构错误，应为：should test scores show that…should引起虚拟结构，正确的表达方式应为should sth do…
我的问题是，如果按照A，句子更正为
Several educational research groups are denouncing the mayor's proposal of a system by which individual teachers would be given raises or bonuses should test scores show that their students' mastery of reading skills has improved over a nine-month period.
should test scores show that…是做从句吗？individual teachers would be given raises or bonuses 是主句？

怎么会是E呢。IF 只能引导如果从句，明显这里是引导是否得说

我个人认为should放在前面表强假设的时候是if的虚拟语气从句省略了if 造成的倒装。
如:Should you be interested, i ~~~~~
这里将从句还原:if you should be interested, i ~~~~

顶一下，请问C哪里错了呢。。

笔记里说C不是完整句子，但是这里的showing不是修饰test scores的么，整个句子就是should test scores has improved over a nine-month period.

请问是这样理解的么？

C的话主语变成test score,应该用Have...

看了这么多回答，就这个可以理解
if 条件从句是by which的条件状语，should it be that...省略if倒装
我从其他论坛上看到的，可以参考一下：
The use of ‘should’ (in the conditional sense) is considered wrong on the GMAT. This is typically old-style British usage. This eliminates A, B, and C.
