答案选A唉~~我选了c~~十分奇怪的一点，A 的意思就是说 expansion of the rail way 并不是人们的primary benefit，所以修路不能达到预期的结果，但是不是primary benefit又怎样？。。。。只要能减少congestion就可以啦？这个选项没有直接反驳这一点啊？。。。。C选项我认为直接反驳了这一点，拥挤增加，并没有减少~~

根据排除法只能选A了，C是明显不对的，既然交通堵塞情况很严重，那么这项计划就能缓解这种情况，从而达到ease congestion的目的
而A说，本来交通堵塞情况就不是很严重，那么花了大价钱扩大公路系统所起的作用也是微乎其微了
逻辑这个东西，有时是说不清为什么对的，但是错的很明显
排除BCDE也就可以放心地选A了

逻辑这个东西，有时是说不清为什么对的，但是错的很明显

不好意思。。。。。回帖太晚了。。。
重新看了一遍题目，觉得C的错误是不是在于它这种情况已经被考虑进改造铁路的结果进去了？
而A，我想请教一下A选项：most of people in favor of expanding the rail system reported less congestion during their highway commute as the primary benefit they would experience. 要如何理解？
