对这里并列关系的理解还是比较模糊，AE歧意比较明显，BCD看不太出来，觉得都有歧意啊，

1.为什么C不能理解成”水资源的管理问题和其他资源，“加了of以后有什么区别？

区别不是of，而是and并列的词语
