(D) The program for modernizing the steel mill, which can, it is hoped, be completed in the late 1980’s and cost approximately 51 million dollars.（E）

(E) Modernizing the steel mill, a program that can, it is hoped, be completed in the late 1980’s, will cost approximately 51 million dollars.

1.C和E的区别是C中用了分词modenizing，表示动作，modenizing……to be completeded 不对？而E中加了个同位语，a programme 就变成了项目be completed

2.hopfully 和it is hoped 有什么区别？

我觉得hopefully后面加不定式看起来很奇怪，至少把hopefully与completed分的很开，好像很不好，应该不只是为了hopefully是口语词汇吧

C和E的区别是只是：

C中用了分词modenizing，表示动作，modenizing……to be completeded 不对。而E中加了个同位语，a programme 就变成了项目be completed

1.这样判断从而选出E更好，对吗？

2.仅仅从hopfully 和it is hoped 能否作为排除BC的依据？

3.还是有什么别的判断方法？

在GMAT语法中，后面的分词或不定式通常是修饰前面紧跟的名词。C让人感觉后面的不定式也是来修饰mill的，意思不对，所以错。这也就是为什么E选项加了a program的原因，为了明确修饰内容。

本人愚见，请指教！
