我觉得是选A，
因为一般这种含有命令或是要求的语气的词或是句子一般用 would 或是could + 动词原形．助动词可以省略．
其中包括　on condition that..
suggest, ask , prefer, requirement, demand, recommend, desire, recommendation, suggestion, insist, require, urge后面也是加动词原形。
