这题很难啊，我会选B
which肯定不对，我会先排除D E
A B C里，主要问题是it， they这些代词到底想指代什么
就proportion而言，应该是说"the costs account for higher proportion in 1992 than in any previous election"
我最后会选择B

WHICH不能指代全句 ABC选名词是COSTS 是复数 BC中选 C里面是完成时时态错误选B

我觉得这里it是指代a greater proportion，但是这在逻辑上不对，所以不选A。
这里是两个proportions的比较
