In a certain population there are 3 times as many people aged 21 or under as there are people over 21. The ratio of those 21or under to the tatal population is

这里面的as many X as Y到底是3Y还是 3X啊......

脑子绕得完全不转了求教各位大虾

问题比较低幼，勿怪 Orz

as many x as y means x=y
"three times as many x as y" means x=3y
